The founding and senior partner of Andrea & Towsky, Esqs., Frank Andrea has been one of New York’s most prominent and trustworthy attorneys for 40 years. Frank has represented clients of all backgrounds in many types of legal matters from personal injury to real estate to Wills and Estates to a variety of different legal matters.
Beginning his career in the early 1980s at Jones, Hirsch, Bull, Esqs. and eventually going to Rivkin, Radler, Dunne & Bayh, Esqs., Frank has gained valuable and extensive experience representing both plaintiffs and defendants. After working for multiple large firms in the metropolitan area, Frank realized that clients needed a much more personal touch if they were going to continue using an attorney. With this ideal in mind, Frank started Andrea & Towsky, Esqs. and strives to make clients feel welcome and catered to, no matter what legal advice they require. This is why the Andrea & Towsky, Esqs. motto is, “A small firm with big firm experience.”
Throughout his career Frank has proven he is capable in the courtroom as well as the conference room. With experience in Personal Injury, Real Estate, Wills and Estates, and Business Transactions, Frank contains extensive knowledge on all types and facets of legal matters.
An avid golfer, tennis, and hockey player, Frank has grown up and lived on Long Island his entire life. This closeness to his community has shown in Frank’s tireless work ethic for his clients where each one receives a personal touch that simply cannot be matched at other law firms.
Edward Andrea – Junior Partner

Joining the firm in 2021, Edward (Ted) Andrea has become an integral asset to our firm. Beginning his career on Wall Street in New York City, Edward was responsible for trading accounts with some of finances biggest banks. After a prosperous seven years in New York, Edward then decided to follow in his father’s footsteps and took up a career in law. Upon graduating magna cum laude from Touro Law’s demanding 2-year program, Edward joined the firm as a general practice attorney focusing on real estate, banking, business transactions, personal injury, and the firm’s 9/11 Zadroga Act claims.
Edward has found that his experiences with the breakneck pace of Wall Street translates well to an attorney. This experience leads to Edward’s tireless work ethic and an expectation that matters are handled quickly and correctly.
Along with New York, Edward has obtained admission in Washington D.C., Maryland, and South Carolina. Edward is an avid golfer, runner, and boater and will usually be found out on the roads of Long Island with his black lab or out on the Long Island Sound.
Jacqueline LeCoche

Joining the firm in 2017, Jacqueline LeCoche is the firm’s residential real estate and title insurance expert. Jackie has four decades of residential real estate experience on all sides of the “closing table”. She has represented lenders, sellers, buyers and title insurance companies. Her knowledge of title insurance issues and lender’s requirements provides the ability to address potential problems before they can delay a transaction from closing in a timely manner.
Personal hands-on involvement gives each client the security that their transaction is as personal to Jackie as it is to her clients. Jackie helps guide first time buyers through the process in a clear and reassuring manner whereby each step is explained so as to reduce any anxiety about what can prove to be a demanding experience.
Jackie is an avid cyclist, usually logging hundreds of miles per week riding her road bike all over Long Island. When she is not out on the roads or at the closing table, Jackie prefers the “dolce vita” back in her husbands home city of Rome, Italy.
Honorable Jerald S. Carter (retired) – of counsel

Having joined the firm in 2024, former New York Supreme Court Judge Jerald S. Carter brings decades of knowledge from the bench to Andrea & Towsky, Esqs. Born in Harlem, New York, he is a distinguished figure in the legal community. Judge Carter attended Fisk University in Nashville, Tennessee where he played varsity baseball, served as student body president, and graduated cum laude in 1974. He went on to attend his father’s alma mater, The Howard University School of Law, where he graduated #6 in his class in May, 1977.
After joining the Nassau County District Attorney’s Office, Judge Carter entered private practice with his father before accepting an appointment in 1989 as Associate Justice for the Village of Hempstead, serving for six years before his elevation to the Nassau County District Court in April 1996. He was later elected as a County Court Judge and then an Acting Supreme Court Justice before retiring from the bench in December, 2017.
Judge Carter is the recipient of numerous awards for his contributions to the legal profession. As an adjunct professor, Judge Carter has taught various courses at Touro Law School, and he has also frequently appeared as a legal analyst on several television programs. Specializing in criminal and civil matters, Judge Carter knows the ins and outs of the New York Court system and provides his clients with unmatched knowledge and insight into our legal system.
